City of Dallas offices will be closed on Monday, June 19th in observance of Juneteenth. For more information, please see: New Year's Closure.
Juneteenth is known as the country's second independence day.
The Emancipation Proclamation went into effect in 1863, but could not be enforced in areas still under Confederate control, according to the Smithsonian Institution. As a result, in Texas, the westernmost state of the Confederacy, enslaved people were not freed until June 19, 1865, when troops arrived at Galveston Bay and announced by executive order that all enslaved people were freed. . This day became known as “Juneteenth” by the newly freed people of Texas.
