A planned three-tower development in Dallas' Knox-Henderson neighborhood is moving forward.
Knox Promenade, a project by Stockdale Investment Group of Dallas and Houston-based Hines, will include retail buildings and parking space on a nearly 3-acre block between Route 75 at McKinney and Armstrong streets. is scheduled to be replaced.
The Dallas Metropolitan Planning Commission on Thursday approved a development plan that calls for a multifamily building, an office building, senior housing and a memory care building, including existing retail and restaurant buildings.
It was designed by Dallas-based architecture firm GFF and New York-based Kohn Pedersen Fox.
The first two floors of apartment buildings and office buildings, and possibly senior housing buildings, will be used as a mix. That could extend to applications such as outdoor dining restaurants.
Underground parking is built into the design, along with a 10-foot-wide walkway.
“This project represents a significant greening of a key location in the Knox District, replacing surface parking and empty retail with underground parking and creating a pedestrian-friendly mixed-use development,” GFF said. said Evan Beatty, Chairman and CEO. 99 trees will be introduced to create a grove-like atmosphere, and a large central 'tree island' will be anchored in the central roundabout.
According to the project's application, the developer aims to provide 2.5% of the units at a price that is affordable to people who earn between 81% and 100% of the area's median household income. 5% of units are also micro units.
Neighbor Erica Bachmann spoke out against the plan at a City Planning Commission meeting. Her concerns included the imposition of deed restrictions that would impact business hours and noise tolerances, along with increased traffic and the increased height of new buildings.
The project will incorporate existing standards regarding business hours, such as closing by 11 p.m. and noise decibel levels, the application states. A pollution prevention plan will also be included.
On behalf of the developer, Tommy Mann of the law firm Winstead PC said traffic improvements are underway and planned in the area, including the imminent transition of McKinney Street to a two-way street. .
The tallest building on Knox Promenade, an apartment tower, could reach a height of 399 feet. The structure will be built at the corner of Armstrong and McKinney streets.
Stockdale first acquired the land in 2012 and began developing the site in earnest in 2020, partnering with Hines on the project.
